What to do in San Francisco and / or Monterey, CA? City? Walking Tour?

A couple of friends and I are thinking of going to San Francisco or Monterey the weekend, but all are low on money, so it would without some fun things to do in the two cities? Or what would be the cheapest things to do? I would also like to know where the best views in both cities. I heard something on Monterey beach with views.

Cheap things to do in San Francisco: rowing boats or rent bikes at Stowe Lake in GG Park. Bike ride through GG Bridge (lots of bike rental places on Pier 39 and Ghiradelli Square). Shop Window of Union Square and Westgate Mall in the BART Powell Street. Go to the beach. End of the Earth (for the Legion of Honor Museum) offers spectacular views of the GG Bridge. Carnelian Room (bar at the top center BofA Building) with stunning views of the city.
