May your visit Monino Air Force Base, near Moscow if you do not go through a travel agent?

I am visiting Moscow in June and interested 35km to go to the capital of Monino. Going by myself the cost of a day trip ($ 300) would be prohibitive. Tour companies you can go through a travel agency and require prior authorization. Is that still true? FYI info@monino.ru rebounds.
